De Jong joins his brother, and former Newcastle player, Luuk de Jong at the club in the Netherlands.
De Jong was hit by injury throughout his time in Newcastle, playing just 26 games in his time in the North East, and scoring only two goals.
He was known for a string of unfortunate injuries, including a collapsed lung, pushing a contact lens into his eyeball, and reportedly spraining his wrist while checking in luggage.
Siem de Jong told PSV's website: "I am very happy to have signed for PSV."
"I can't wait [to play alongside my brother]. I am fit and could join the squad for full training.
"I will try to find my rhythm the next few weeks. It's great to join a club that takes part in the UEFA Champions League and wants to retain the Dutch title.
"I am really grateful PSV have offered me this opportunity."
