The result leaves world number two Netherlands trailing South Korea by two points in Pool B, who have a game in hand.
The key moment in the match was when, leading 2-0, an initial decision to award the Dutch a free hit inside their defensive circle was reversed after consultation between the umpires and Germany's Chris Zeller scored from the resultant penalty corner.
Teun de Nooijer and Rob Reckers had put the Dutch 2-0 up within seven minutes of the restart, with Moritz Fuerste getting the equaliser.
