World number nine Fish withdrew after suffering what the United States Tennis Association has called a "health scare" during last week's Miami Masters.
Ryan Harrison will replace Fish for the tie, joining big-serving John Isner and the leading doubles team of Bob Bryan and Mike Bryan.
A statement on the USTA's website reads: "Mardy Fish had a minor health scare in the evening on Thursday, March 29 in Florida and visited physicians in Miami, who gave him orders to rest for a minimum of two or three days, which prevented him from travelling to Monte Carlo... Fish is staying in the U.S. to rest and is under medical observation. The diagnosis, however, is good and he is expected to make a full recovery."
Fish added in the same statement: "I am extremely disappointed that I am physically unable to join the U.S. Davis Cup team in Monte Carlo for this week’s tie against France.
"I had a minor health scare in Miami last week and stayed in Florida to heed the doctor’s recommendation to rest for a few days. I hope to be able to resume my training later this week and possibly compete next week in Houston. I value every opportunity to compete in Davis Cup and wish I could be with my team-mates this week."
Earlier on Monday, world number 14 Monfils  pulled out of the France squad against United States this week due to a stomach injury. Captain Guy Forget has called up Gilles Simon as his replacement.
Jo-Wilfried Tsonga, Julien Benneteau and Michael Llodra are the other players already in the side for the tie starting on Friday on the clay courts at the Monte Carlo Country Club.
It is the same team that beat Canada in the previous round.
The US team advanced to the quarter-finals by going on the road to beat a Roger Federer-led Swiss team 5-0.
