Perpignan, who lost the 2003 final to Toulouse at Lansdowne Road, led 10-7 at the break thanks to Bourret's try and conversion and a successful penalty.
Munster had led 7-0 with O'Connell's try and roared back after the break with four O'Gara penalties in front of 48,500 fans.
