Flyhalf Chris Malone supplied Bath's points with five penalties and opposite number Andy Goode landed four.
Bath were down to 13 men by the end after props Taufa'ao Filise and David Flatman were sent to the sin-bin in the last 10 minutes, forcing the referee to order un-contested scrums - much to the disgust of Leicester and their powerful pack.
Bath's reward will be a semi-final against French league leaders Biarritz or Premiership leaders Sale, who meet in San Sebastian on Sunday.
Later on Saturday holders and three-times winners Toulouse take on Leinster and Munster play Perpignan.
The first of the quarters was the 158th meeting between the two old English rivals and Leicester, who won 19-12 at Bath in the league last week, were heavily favoured to advance.
There was little between the sides in a tight, conservative contest in front of 32,000 fans and they reached halftime at 9-9.
Goode edged Leicester ahead with his fourth penalty in the 43rd minute before Malone levelled again in the 52nd and put Bath ahead with his fifth kick in the 62nd.
There was still plenty of time for Leicester, twice champions, to regain control and the match appeared to turn their way when Flatman was yellow-carded in the 71st minute for collapsing a scrum just as the home pack were taking command.
When Filise followed moments later after another collapsed the advantage was partly nullified because, for safety reasons, the referee was obliged to order un-contested scrums.
Leicester poured on the pressure but too many handling errors let them down when the line beckoned and Bath defended superbly to hold out.
