Vettel was enraged that Verstappen refused to concede third place in the closing stages of the race, despite going off the track to defend his position.
The Ferrari driver's anger was compounded by the fact that being stuck behind Verstappen allowed Red Bull's Daniel Ricciardo to close on him.
The German was forced to defend his position robustly against Ricciardo and the pair made contact.
As a furious Vettel crossed the line, Adami tried to tell him that race director Charlie Whiting was about to penalise Verstappen for refusing to let him through. Vettel, however, was having none of it, telling Whiting to "f*** off".
The Ferrari man made no secret of his feelings as he drew up alongside Verstappen and wagged his finger.
But the joke was on Vettel, who was also penalised for swerving under braking when defending against Ricciardo - he lost his podium position to Ricciardo, and was demoted to fifth behind Verstappen.
