"The deal's done and he joins us on Monday," Ferguson told a news conference. "He gives us a different option in the left-back position. He's naturally left-footed, very quick and he's a good footballer."
"I said some weeks ago that we maybe just lacked options. We cut quite dramatically the numbers we had with the players we had injured," Ferguson added.
"With Gabby Heinze out for the full year and Quinton Fortune's injury being a problem it was important to bring a left-sided player in."
Evra recently asked to leave Monaco and despite interest from Inter Milan has opted to move to the English Premier League.
Ferguson confirmed that he had been watching the player for a while and a serious knee injury sustained by Argentine left-back Heinze in September increased United's interest.
Evra will be the second new defender to arrive at Old Trafford since the transfer window opened at the start of the month following the signing of Spartak Moscow centre-back Nemanja Vidic.
Ferguson said that Vidic is currently working through a fitness programme after six weeks out of action and will not be considered for United's FA Cup tie against Burton Albion on Sunday and the League Cup semi-final against Blackburn Rovers next Wednesday.
