Declan Rice: Premier League panel says decision to send off Arsenal midfielder was correct - 'Knows what he's doing'

The Premier League's Independent Key Match Incidents panel has decreed that Chris Kavanagh was correct to dismiss Arsenal's Declan Rice for a second yellow card against Brighton and Hove Albion as the two sides played out a 1-1 draw at the Emirates Stadium. Rice, already cautioned, was adjudged to have kicked the ball away and delayed a restart tight to the touchline with Joel Veltman.

An independent panel has ruled that Declan Rice's controversial sending off in Arsenal's 1-1 draw with Brighton and Hove Albion was the correct decision.
Rice was dismissed by referee Chris Kavanagh at the Emirates Stadium for appearing to kick the ball away from Brighton defender Joel Veltman, and the English midfielder was given his marching orders after being shown a second yellow card.
He had previously been cautioned earlier in the game and was sent off for an early bath in the 49th minute, with Arsenal 1-0 up thanks to Kai Havertz's lobbed finish.
Joao Pedro levelled for the Seagulls on 58 minutes to secure a point for Fabian Hurzeler's side, who remain unbeaten and ahead of Arsenal in the table on goals scored.
A statement released by the Premier League's Independent Key Match Incidents (KMI) panel read: "Rice knows what he's doing, it's a gentle touch but once the referee sees it, he has no choice."
The panel said that there was a "unanimous agreement" among its five members "that the actions of Rice were clear, deliberate and impactful. Therefore, the referee was correct to send Rice off for a second caution for delaying the restart".
Rice will now be suspended for Arsenal's visit to Tottenham Hotspur on Sunday afternoon - the first North London derby of the campaign.
Mikel Arteta's Gunners then face Atalanta in their first UEFA Champions League fixture of the aeasob, before they travel to title rivals Manchester City next weekend.
