The USA international, 20, signs for Chelsea with immediate effect but will be loaned back to Dortmund for the remainder of the current season.
Pulisic's contract with Dortmund was due to expire in 18 months and the club say he was reluctant to sign an extension with the possibility of a move to the Premier League.
"It was always Christian's dream to play in the Premier League," said sporting director Michael Zorc.
Forward Pulisic joined Dortmund as a 16-year-old in 2015 and has gone on to score 15 goals in 114 appearances for the German giants.

The move will call into question Callum Hudson-Odoi's future at Chelsea once again.
Like Pulisic, the winger has 18 months left on his current contract and despite his obvious talent, the 18-year-old has struggled for first-team football, leading to interest from clubs like Bayern Munich and RB Leipzig.
Chelsea manager Maurizio Sarri said on Wednesday that Hudson-Odoi "has the potential to become a very important player, not only for English football I think but for European football.”

Pulisic has carved out a reputation as one of the best young players in the world during his time at Dortmund but has started to see his influence wane this season.
The American has only started five league games all season for Dortmund, with a further six appearances as a substitute, scoring one goal and claiming two assists.
His minutes have been affected by the amazing rise of Jadon Sancho, the 18-year-old England international who also plays as a wide forward and has six goals and seven assists in 10 starts and seven sub appearances.
