Delap, 30, has featured only twice for the Potters since October after breaking his leg on his debut, strangely against the Black Cats.
"Since picking up his leg injury, Rory's attitude has been superb," Stoke chief executive Tony Scholes confirmed.
"Everyone at the club, especially manager Tony Pulis, is delighted he has signed permanently.
"His rehabilitation going g well and the medical staff at the club are pleased with the progress he is making."
Delap has signed for the next two-and-a-half years.
Both Sunderland and Stoke are hovering on the fringes of the Championship playoffs, with Stoke currently enjoying a three-point advantage over their rivals.
