Germany took the early lead behind Matyina Glagow who managed was flawless on both her shoots.
The Germans were ahead at the end of the first run with Sweden and Ukraine closely behind. Norway lost time after 2003-04 World Cup champ Liv Grete Poirée made four mistakes in her two shooting sessions.
The second session shuffled the pack again as Simone Denkinger missed four targets allowing Russia take the lead.
Gro-Istad Kristiansen's perfect skiing and efficient shooting then brought Norway back into contention for a podium along with leaders Russia and Germany.
The third run kept the positions steady, and all went down to the last runners to decide who would win.
Despite having World Cup standings leader Olga Zaitseva finishing, and an even shooting performance with Norway, Linda Tjorhom proved too strong a skier for Zaitseva and flew on her way to handing the Norwegians their second win of the season.
Germany finished third, well ahead of fourth-placed Slovenia and fifth Slovakia.
