Goffin started brightly, getting the first break to lead 2-1, but at 30-all in the fourth game, Federer won the next 16 points in a row to wrap up the first set 6-2.
The Belgian, seeded 14th, fared similarly as the match went on, failing to put the Swiss under any pressure, and the third seed comfortably converted his break points, hitting 35 winners and ten aces.
The Swiss converted nine of his 10 break point opportunities in a breezy 80-minute match to set up a meeting with Grigor Dimitrov.
"Sometimes these scores just happen," Federer told reporters.
"You catch a good day, the opponent doesn't, then things happen very quickly.
Goffin was downbeat after his ninth loss in 10 matches against Federer.
"I gave completely," Goffin told reporters.
"Of course he was great, but I gave the whole match. It's tough to say. But, yeah, probably my worst match against him."
