"I'm not sure exactly what the problem is," said Costa, who lost to compatriot Juan Carlos Ferrero at the semi-final stage in Paris last year.
"We will wait and see how it progresses."
Clay court specialist Costa, 28, beat world number one Roger Federer on his way to the semi-finals of the Rome ATP event in March, igniting hopes of another assault on the French Open. He will have treatment on the injury in the hope of being fit for the French Open, which begins on Monday.
Spain have nominated Galo Blanco as their fourth player in the World Team Cup in place of Costa.
Spain are bottom of the red group, after losing five or their six matches, behind Chile, Germany and the Czech Republic, who they face next on Thursday.
The winners of the red group play the winners of the blue group in Saturday's final.
