Clijsters last played Fed Cup in April 2004 and last lost in the competition in 2000.
She will be joined by Els Callens, Kirsten Flipkens and Eveline Van Hyfte in the home tie against Argentina.
French Open champion Henin-Hardenne is expected to return to the Belgian squad next year.
