The Madrid Masters director believes only Andy Roddick and the brothers Bob and Mike Bryan in doubles pose a serious threat to the Spanish team.
"Mardy Fish won't be able to beat any of our players," he said.
Spain, the champions in 2000, are playing in the final for the third time in five years.
Juan Carlos Ferrero and Carlos Moya, two former world number ones and Roland Garros winners will lead them.
Rafael Nadal and Tommy Robredo also are on the squad, with Feliciano Lopez and Fernando Verdasco the substitutes.
The United States will be trying to capture its first title since Pete Sampras led the team to victory over Russia in 1995.
The Americans have won the title a record 31 times, but this is their first appearance in the final since 1997.
