The French team held off a stiff challenge from British rivals Aston Martin Racing to take the chequered flag after 215 laps at the new track.
Team Oreca-Matmut AIM came in third place, despite Nicolas La Pierre qualifying quickest a day earlier.
"We didn't qualify well," said Boullion, who broke the Le Mans Series wins record.
"We should have been able to set a better lap, because the car was fantastic. In fact, the car has been doing well from the beginning of the weekend."
Quifel ASM took the honours in the LMP2, Luc Alphand Aventures won again in the GT1 class while JMW Motorsport dominated the GT2 class.
