The pair, 24 and 21 respectively, has been ever-present this season as the Reds have finished bottom of the table, while the Canberra-based outfit occupy a respectable fifth position.
More importantly for flanker Chapman, the most successful Australian lineout receiver in the league, they also have a tradition of grooming future Australia international players.
"The Brumbies have a great record of getting the best out of their players," he said. "It's proven to be a virtual Wallaby factory and it's a great opportunity to see how far I can develop my game&hellip they play a very appealing brand of football.
"Hopefully I can push for higher representative honours."
Chapman was coached in the Under-21 set-up by Brumbies boss Laurie Fisher. His new contract is for two years.
Lock Horwill, meanwhile, is hopeful for the future in Queensland.
"The Reds have shown faith in me so far and have given me my start and I wanted to repay the faith," he revealed.
"I believe we can do something big in Queensland and I want to help us move forward."
Horwill, who has also penned a new two-year deal, has been named in a three-day Australia training camp set for this week.
