Williams wins his 46th cap after being named in a team with six changes from the Canadian side that beat the US 56-7 in their last international in August.
Several veterans are unavailable, allowing for the promotion from the bench in the August test of hooker Mark Lawson, flanker Mike Webb, flyhalf Derek Daypuck and Cardiff Blues fullback Ed Fairhurst.
Former captain Webb comes into the back row for his first start since France in 2005 when he damaged his shoulder.
Tighthead prop Forrest Gainer, who like Williams plays for French club Albi, and Pau lock Mike Burak are the other changes to the pack.
Edinburgh's Mike Pyke, who played fullback and scored a try from that position in the August Test, has been moved back to the wing where he won the first six of his 12 caps.
James Pritchard of Bedford, who set a Canadian record of 36 points in the US game, will play on the other wing.
Team: 15-Ed Fairhurst; 14-Mike Pyke, 13-Ryan Smith, 12-Davis Spicer, 11-James Pritchard; 10-Derek Daypuck, 9-Morgan Williams (captain); 8-Sean-Michael Stephen, 7-Stan McKeen, 6-Mike Webb, 5-Mike Burak, 4-Luke Tait, 3-Forrest Gainer, 2-Mark Lawson, 1-Kevin Tkachuk
