The Spaniard suffered an electrical fault on the formation lap at the last race in Belgium and though he pitted and rejoined, he retired the car 11 laps from the end.
Following investigations at the factory, Toro Rosso and Renault have decided to fit a new internal combustion engine (ICE) to Sainz's car.
It compounds a difficult start to the Monza weekend for Sainz, who missed an hour of running in first practice after spinning at the Parabolica.
The Spaniard has suffered mechanical problems in the last four races which has seen him fail to reach the chequered flag, a run he calls 'a big frustration'.
There have been 15 engine changes in total so far in Italy.
However, only Sainz, Red Bull's Daniel Ricciardo and Daniil Kvyat and McLaren's Fernando Alonso and Jenson Button have exceeded their allocation of four units and will thus be penalised.
