The 2009 world champion, who is filling in at McLaren while Fernando Alonso competes at the Indianapolis 500 this weekend, was ninth quickest in qualifying.
He was demoted to the back because of a 15-place grid penalty incurred when Honda changed the turbocharger and MGU-H on his engine earlier in the weekend.
McLaren then decided to tweak his set-up after qualifying, which is in breach of F1's parc ferme regulations.
As a result, Button is required to start Sunday's race from the pits.
He admitted after qualifying that his grid penalty "hurts" after he made it into Q3, along with team-mate Stoffel Vandoorne.
