The squad held a training session on Tuesday and Ecuador officials confirmed that Tenorio had returned to fitness.
He and fellow striker Agustin Delgado had trained away from the rest of the squad on Monday.
It was not clear why Delgado had not joined the full session. He is likely to spearhead the attack with Tenorio or Ivan Kaviedes in the Group A matches with Poland, Costa Rica and hosts Germany.
Ecuador say they know what to expect from Poland.
"They are big, they have more experience, but our desire is the same," said midfielder Edwin Tenorio, no relation to Carlos.
"We also know the things they do well and where they are weak."
Ecuador have had a patchy series of warm-up results. They beat Honduras 1-0 at home but lost 1-0 away to Japan and Netherlands and drew with Colombia.
