There had been doubts over the line-up because Salas, Chile's all-time leading scorer with 35 goals, is not considered fully match fit.
Acosta also denied reports that he would field only one striker against Brazil.
"I never said we were going to play with one forward," said the Uruguay-born coach. "We will face Brazil with two strikers."
Chile are sixth in the 10-nation South American qualifying group with 20 points from 15 games. The top four teams go straight to next year's finals in Germany and the fifth plays off against the winners of the Oceania region.
