The former Manchester City star impressed in the Spanish capital last season, producing 20 goals and nine assists in 49 appearances across all competitions.
The Gunners and the Liga champions have both been linked with a move for the FIFA World Cup winner for several months.
Mundo Deportivo says PSG’s sporting director Luis Campos is less keen on securing Alvarez’s signature.

They will compete in next season’s Champions League as a result, but Fabregas has subsequently been linked with a move away from the club.
However, SPORT says the Spaniard has no intention of leaving the club at this stage.
