The Argentinian striker was Serie A topscorer last season, and looks set to leave Napoli this summer after the 28-year-old rejected a new contract offer.
Higuain is said to favour a move to Juventus but Arsenal are also known to be interested in the former Real Madrid man.
However, Hebei China Fortune, who already have Argentine team-mate Ezequiel Lavezzi and Gervinho on their books, are willing to make Higuain the highest paid player in the world.
The Argentina star has turned down the offer though, according to Sky Sports News.
Napoli are said to be holding out for £80 million for the forward.
