Giggs, 43, retired in 2014 after a 24-year career at Manchester United, and took control of the Old Trafford club in an interim capacity after the sacking of David Moyes.
The former Wales international has previously interviewed for the Swansea job and is known to be keen to move into management.
"I think you look at those two teams, Leicester being champions two seasons ago, Everton being a fantastic club with a fantastic history, for me these are clubs I would be interested in,” said Giggs during the Super 6 Class of '92 Diary.
"However, there are a lot of coaches out there who would be interested in those positions.
I've said all along that I'd be open to clubs which share the ambitions of myself. I want to improve clubs and improve players, to enjoy working for them and for players to enjoy the challenge.
The Welshman added he was also open to managing in the lower divisions.
"There are clubs in the Premier League which would be good jobs but also in the Championship and League One. It's more about the philosophy for me than the stature of the club."
Dutchman Koeman took over at Everton 16 months ago and spent a significant amount of money overhauling the squad in the last transfer window, but Everton have won two out of nine league games in their worst start to a season since 2005-06.
While Leicester are looking for a new manager after Craig Shakespeare was sacked following a run of six games without a win.
