The Croatia international, 24, has agreed terms with the North London side over a four-year contract at the Emirates stadium.
Dinamo Zagreb had originally announced that they were to recieve ÂŁ16.25 million, but now that figure looks likely to be more in the region of ÂŁ8 million.
Da Silva is Brazilian by birth but took Croatian nationality in 2002, having joined Dinamo when he was just 15.
He scored his first international goal in Croatia's 2-0 defeat of England back in October, and has gone on to average a goal every two games for his country.
"I'm happy but at the same time also sad to be leaving Dynamo, but I am proud to be joining Arsenal," he said.
"I have been playing very well for the last three years and have been rewarded with trophies. People have been telling me for a while that it's time to leave Dynamo. I had reached the maximum level possible in the Croatia.
"I've often thought about moving to a big club in Europe and sometimes I was sad when I scored for Dynamo because I knew that moved me a bit further from Zagreb."
The striker is already a part of Arsenal history. He scored the first goal in European competition at the Emirates as Dinamo were beaten 5-1 by the Gunners in a Champions League qualifying match last August.
