With captain Hermann Hreidarsson and Madjid Bougherra struggling with knee injuries, Pardew felt that Fortune was needed at The Valley.
"It was important for Jon to get some games under his belt, but the terms of the agreement were that we could recall him after the first month if required," he told the club's website.
"With Souley suspended and Hermann and Madjid still struggling that is exactly what has happened. He will bolster the squad ahead of the weekend."
Charlton, fresh from their 3-0 demolition of relegation rivals the Hammers - who Pardew formerly managed - are away at Watford in another crucial encounter at the bottom of the Premiership on Saturday.
Stoke, ninth in the Championship, lost 1-0 at home to Barnsley on Monday evening thanks to goal from Hungary international striker Istvan Ferenczi.
