Januzaj, who moved to United from Anderlecht in 2011, has made 45 league appearances and scored five goals since breaking into the first team in 2013.
"Adnan is a highly gifted and technically gifted player who will add to our attacking options," said BVB sporting director Michael Zorc.
The forward has represented Belgium five times and will wear the number nine shirt at Dortmund.
"Borussia Dortmund are a great club, the fans here are supposed to be really incredible. I want to achieve great things with the team," Januzaj told the official club website.

Januzaj has started two of United’s four Premier League games thus far this season. Therefore the decision to loan him is a rather odd one considering the fact that United looking worryingly short of creativity. Compounding the odd nature of this loan is the very fact that the Belgian international will not be guaranteed to start at Dortmund. This move could, in fact, stunt his development rather than further it. Louis van Gaal appears to have little faith in the youngster which does not bode well for his future at the club.
