Sneijder, 33, has been available on a free since the end of last season and he was spotted at Nice's Champions League qualifying match against Ajax.
Nice confirmed that an agreement had been reached and he will join pending a medical.
Should the deal be confirmed before midnight on Monday then Sneijder will be able to play against Napoli in the Champions League play-offs.
It does mean that Sneijder will be joining up with former team-mate Mario Balotelli, as the pair were part of the Inter Milan team that won the Champions League in 2010.
Reports have suggested that Nice are interested in signing Samir Nasri, another one of Balotelli's former team-mates
