The 29-year-old former Leicester midfielder has turned down the offer of a new deal at Wycombe to agree a two-year deal at Sincil Bank commencing on July 1.
Oakes, part of Leicester's League Cup-winning side in 2000, moved on to Notts County in 2004 before joining Wycombe, where he has made 95 appearances over the last two seasons.
Lincoln manager Peter Jackson is also hoping to bring in a goalkeeper, left-back and central defender during the close-season.
Lincoln finished last season in 15th place, while Wycombe won a place in the play-offs, where they ultimately failed against Stockport County.
