The Tottenham full-back, 23, was partying in his hometown after being ruled out of England’s June friendly against Brazil, although the photograph emerged on Monday September 9.
Laughing gas - known as 'hippy crack' because of its popularity at music festivals - is not illegal but Walker decided to apologise for his behaviour.
"I have now been made aware of the health risks associated with the practice and accept that my actions were of poor judgement," Walker said in a statement issued by Tottenham to the Daily Mail.
"I hope this will in no way influence or encourage others into putting their own health at risk."
Walker, who has seven caps for England, also said sorry in a series of tweets.
An FA statement read: "Kyle Walker has expressed his regret for an error of judgement when inhaling Nitrous Oxide earlier this year.
The FA and the England manager have spoken to Kyle about the matter and he has assured us it will not happen again.
Inhaling Nitrous Oxide is not illegal, but we recognise the associated dangers. Kyle has accepted this mistake. He will not face any action under the England Player Code of Conduct.
"The FA and England manager will not be making any further comment on this matter and will be focusing their full attention on Tuesday's match with Ukraine."
Laughing gas – or nitrous oxide as it is technically known – is primarily used as an anaesthetic but is often inhaled at clubs and festivals for the brief 'high' it gives users.
Medical experts advise against recreational use: large amounts can lead to seizures, strokes or even death, and long-term abuse can cause health problems related to oxygen deprivation.
But it is not illegal and has recently crossed over from niche use at raves and music festivals, and is now readily available at some nightclubs and bars.
While the incident happened earlier in the summer, the Daily Mail released the picture – and the official apology – the day before England’s vital World Cup qualifier in Ukraine.
England need at least a draw as they seek automatic qualification for the 2014 finals in Brazil.
