Song, speaking after an emotional final which his team lost 1-0 to holders France on Sunday, said: "It's not my decision but I think the number 17 shirt should no longer be a part of the national team.
"It ought to remain with Marco's memory because he always wore it, ever since he joined the national team. Honestly, I think it's something we have to do."
Both Foe's former French clubs, Olympique Lyon and RC Lens, have said they would be withdrawing their number 17 shirts, which he also wore when representing them.
As for Sunday's final, Song said the crowd, their opponents and some of the tackling had made it a real match.
"I think there had to be all that as a mark of respect for the person who wasn't there.
"It was a special match and will always remain in our memories. I'm not disappointed by the defeat (as a game), because we played well ... and I'm satisfied with the performance.
"The only disappointment is that we didn't win it for Marco."
