Deisler last played for Germany in the 2-0 victory over Iran in October. However, in the same month he flew back from Italy ahead of Bayern Munich's match against Juventus and returned to the clinic where he had previously been treated for depression.
He has not been in the frame for the national team since and has generally been left out of Bayern's starting line-up.
Hamann's last international match was Germany's 2-1 defeat to the Czech Republic in Euro 2004 in June, which resulted in Germany's exit from the competition. He has not featured in any of Klinsmann's squads.
However, the 31-year-old midfielder has been instrumental in Liverpool's passage to the final of the Champions League, notably with a battling performance in the 1-0 victory over Chelsea in the second leg of the semi-final.
"He immediately accepted our initial decision to try out younger players and has also been exemplary for Liverpool," Klinsmann said.
Klinsmann has also called up debutant Mike Hanke, 21. "Mike has impressed us for some time as he's found his game and used goal chances with enormous energy and the right instinct," Klinsmann said of the Schalke 04 striker.
Borussia Dortmund defender Christian Woerns has by contrast been given a break. Klinsmann said he would definitely return for the friendly against the Dutch on August 17.
Defenders Markus Babbel and Frank Baumann, striker Oliver Neuville and left-back Philipp Lahm, who tore a cruciate ligament on Tuesday, have also been omitted.
"I have informed all the players not picked that they are still in with a chance for the World Cup. The Confederations Cup is an important milestone, but afterwards there will still be much to do for the World Cup," Klinsmann said.
Germany host the Confederations Cup from June 15 to 29 and play Australia, Tunisia and Argentina in the group stage.
Brazil, Greece, Mexico and Japan feature in the other group. Germany, who also host next year's World Cup, will warm up with friendlies against Bayern Munich on May 31, Northern Ireland on June 4 and Russia on June 8.
