The central defender has two years remaining on his contract with Hertha Berlin, who suffered relegation from the Bundesliga last season.
Friedrich has claimed he has other offers on the table, but Wolfsburg, with former England manager Steve McClaren installed as their new coach, appear to be in the driving seat to sign Friedrich.
Friedrich was impressive during Germany's 4-1 win over England at the last-16 stage on Sunday.
"We are in negotiations with Hertha," said the Wolfsburg managing director Dieter Hoeness in German newspaper Bild.
Friedrich, 31, has won 76 caps for Germany since making his debut against Bulgaria in 2002.
