The 162-km stage from Totana to Fortuna was first delayed, then moved to a start in Pliego, before ultimately being annulled.
The peloton, who were rocked by crashes in the wind-plagued opening stage on Wednesday, rode the final 10-km into Fortuna before organisers awarded the victory to Gálvez.
The former Caisse D'Epargne rider Gálvez crashed and died during the Six Days of Gent last November.
Jose Joaquin Rojas still leads the overall standings for the Spanish team after winning the opening stage from Italian Danilo Napolitano and Argentine Juan José Haedo.
