Alexander Kristoff, the Three Days of de Panne leader after day one, finished in third to remain top of the general classification.
Having overcome five tough climbs in the middle of the stage, the peloton chased down the breakaway, snuffing out the threat of Pim Ligthart to set up the bunch sprint.
Viviani’s Team Sky team-mate Luke Rowe dropped out of the stage, while BMC’s Taylor Phinney did not make the start line and Andreas Schillinger crashed out with 15km of the stage remaining.
The race reaches its conclusion on Thursday with a short road stage following by an individual time trial.
