Klaebo – who has dominated both individual and team disciplines throughout the season – led the first Norwegian pair to victory on the Finnish snow in 18:57.19mins.
The battle for second saw a dramatic conclusion, with a photo-finish required to separate second Norwegian pair Sindre Bjoernestad Skar and Eirik Brandsdal from home favourites Iivo Niskanen and Ristomatti Hakola.
But it was the Norwegian duo who prevailed, finishing 0.06s ahead of the Finns and 0.65s back from their compatriots.
And Klaebo, who tops the individual standings for the world cup season, was delighted to break their duck in Finland after having struggled in Lahti in the past.
"We were here in the world championship in 2017 and it was tough – we fell in the last turn.
